QUESTIONNAIRE INFORMATION AND RATES This questionnaire has been prepared by YLE in co-operation with the Organising Committee for the 2003 IIHF World Championships in Finland. The LOC will confirm and invoice for facilities at the compound, for studio construction and unilateral camera positions. YLE will confirm and invoice for commentary positions, unilateral transmissions, editing, camera crews and other broadcast related facilities.

DEADLINE
The deadline for requests for facilities is 30.11.2002. Kindly note that facilities and rates are guaranteed only for requests made before this deadline. In case there is little or no demand for some facility,
this might not be provided at the venue.

CONFIRMATIONS AND PAYMENTS
Confirmations of facilities will be made in January.
Invoices for an advance payment will be distributed when facilities are confirmed.
The advance payment will be 100% of confirmed commentary positions and has to be made before 15.02.2003.

CANCELLATIONS
Cancellations of confirmed and paid facilities are subject to a 50 % cancellation fee after 01.04.2003.

FACILITIES AND RATES
The descriptions of facilities and rates are also available in connection with the corresponding page in the questionnaire. All rates are mentioned in Euro and are exclusive of VAT.

1. COMMENTARY POSITIONS

Commentary positions are available on match days only. YLE's Commentary Control Room is staffed and commentary circuits are monitored each match day from one hour before the start of the first match until one hour after the end of the last match.

1.1. FULLY SERVICED COMMENTARY POSITION

Includes: Table and chairs for two persons, TV monitor, result monitor.
Commentary equipment, standard commentary services & technical assistance from YLE including cue audios
(Director and I-sound). ISDN codec placed in YLE's Commentary Control Room.

1.4. ISDN AND OTHER TELECOM FACILITIES

All telecom facilities should be ordered through each broadcaster's own telecom to Sonera (Finnish telecom)
The assumption is that all broadcasters will use ISDN. Any broadcaster, who wishes to use anything else
(e.g. 4-wires), should kindly indicate this in the questionnaire.

2. MULTILATERALS / WORLD FEED

The world feed of all matches will be available as multilaterals on the EBU network. An offer with all details will be sent out via EBU. The world feed will begin five minutes before the start of the match and continue until five minutes after the end of the match.

3. UNILATERALS

3.1.PRE- AND POST-MULTI UNILATERALS

Two pre-multi unilateral time-slots are available before each match.
Three post-multi unilateral time-slots are available after each match.

Camera unilaterals are made with one of YLE's cameras in the unilateral mixed zone.
Replay unilaterals can be made from YLE's feed-point at the venue(s).

The foreseen replay formats are Beta Sp and DigiBeta.
If you would like to use an other format, kindly contact YLE in advance.

3.2. NON-ASSOCIATED REPLAY UNILATERALS

Unilateral replays which are not match-related, i.e. which are requested for timings outside pre- and post-multi timings, will be made from the YLE TV-centres in Helsinki, Tampere and Turku.

Distances from match venues to YLE TV-centres:
Helsinki: appr. 800 m (5-10 min walk)
Turku: 6 km (15-20 min drive)
Tampere: 11 km (20-30 min drive)

The permanent replay formats at the TV centres are Beta Sp and Digi Beta.
If you would like to use an other format, kindly contact YLE in advance.

4. EDITING

Rate:	€
60 minutes (if ordered before 01.04.2003)	245,00

 

Late orders: Requests made after 01.04.2003 are subject to a 50 % rate increase.
Includes: Editor and two-machine editing unit.

If the advance interest in editing facilities is not sufficient, there will not be any bookable editing
facilities at the venues.

5. ENG CREWS

One-man crew, 4 hours (if ordered before 01.04.2003)	600,00

Late orders: Requests made after 01.04.2003 are subject to a 50 % rate increase.
Includes: One-man crew, equipment and vehicle (max 100 km / day).

If the advance interest in ENG crews is not sufficient, there will not be any on-duty bookable
ENG crews at the venues.

6. TV - COMPOUNDS

6.1. UP-LINKS

In Helsinki it is not possible to reach satellites from the compound; it is partly covered and faces east.
Up-link vans will have to be parked at the YLE TV-centre, approximately 800 m from the venue.
YLE offers VandAs from the compound to the up-link area.

In Tampere and Turku up-links can be parked in the compounds at the venues.

6.2. OB-VANS AND AUXILIARY VANS

Please indicate in the questionnaire the sizes, arrival and departure dates as well as power requests
for all your vans.

6.3. TRAILERS AND FURNITURE

Trailers and furniture (for office, edit etc use) will be provided by the organisers.

6.4. POWER

Power will be 230/400V 50 Hz, 5 wire, 3 Phase (Y) neutral.
Single phase 16A, three phase 16,32,63,125A. CEE outlets.

7. FEEDS AND SIGNALS

7.1. VIDEO

The picture aspect ratio will be 4:3. The signal will consist of 625 lines 50 fields.
The video signal will be digital and complies with ITU-R-BT 601.

7.2. AUDIO

The audio coverage will be in stereo. Audio will be embedded in the videostream.
The line up level for the embedded audio signal represent -12dBfs

7.3. FEEDS AND SIGNALS AT THE COMPOUND

The international feeds of all matches will be distributed over the EBU network. Broadcasters with production facilities on site can also receive the international feeds and / or camera signals from YLE at the compounds. Please fill in your requests for integrated feeds in the questionnaire and contact YLE with your requests for isolated camera feeds.

These rates do not include cabling from YLE's premises to the broadcaster's own premises.

8. STUDIOS AND UNILATERAL CAMERA POSITIONS

Requests for studios and unilateral camera positions will be discussed at the site survey 29 - 30.10.2002.
If you are unable to attend this meeting, please indicate your requests at the end of the questionnaire.

9. FREQUENCIES

Requests for frequencies for wireless equipment should be made to the Finnish Communications regulatory Authority. A link to the application form ("frequency application" ) can be found on the opening page of this questionnaire.
