On esitetty arvioita, että viimeisen kymmenen vuoden aikana 4 miljoonaa pakolaista on tullut EU-maihin. Vaikka lain mukaan kaikkien tulisi saada samanarvoinen kohtelu, todistaa käytäntö muuta. Elokuvassa ollaan sekä Itävallassa että Italiassa. Itävallan ongelmana ovat itäeurooppalaiset pakolaiset ja Italiassa Balkanilta ja Albaniasta tulevat pakolaisjoukot. Kuvan katolinen pappi, Don Cesare isännöi pakolaisille ensimmäiseksi turvapaikaksi tarkoitettua asuntolaa. Tosin esimerkiksi kuvan pikkupoika oli asuntolassa vielä vuosi kuvan jälkeen. UNDER THE WIRE
It is estimated that 4 million immigrants have entered the EU in the last ten years. No one knows how many more have arrived illegally. Although EU legislation should mean that, wherever an illegal immigrant enters the EU they will receive the same treatment, the reality is very different. We follow two contrasting stories on the EU's borders. Austria has spent £300 million in the last two years trying to defend its borders with Hungary, Slovokia and the Czech Republic from the thousands of people who try to cross the border every year. Last year they captured 10,000. Young conscripts patrol the border, but despite the latest surveillance technology an unknown number get through undetected. Those who ore caught are detained and deported. Things couldn't be more different in Southern Italy, where Don Cescire, a Catholic priest, receives thousands of destitute individuals from the Balkans and the Middle East in his church run reception centre. The authorities process the refugees and then send them on into the rest of the EU, where most of them disappear.
